Observe how the artist used color, light, shadow, line, composition especially when looking at paintings. I took an opposite approach to this advice by painting something myself, I found that having to put conscious effect into where the shadows and highlights needed to be painted greatly improved my ability to dodge and burn realistically in photoshop.
